Where the 30 dB offset comes from

0 dBm is defined as 1 mW. Since 1 W=1000 mW1\ \mathrm{W} = 1000\ \mathrm{mW}, a watt is 1,000 times a milliwatt, and 10log10(1000)=30 dB10\log_{10}(1000) = 30\ \mathrm{dB}. That fixed 30 dB offset is why the dBm → watts formula subtracts 30, and why 30 dBm = 1 W exactly.
